The Open Science Policy Platform (OSPP) adopted new reports on the&nbsp;<a href="https://ec.europa.eu/research/openscience/pdf/ospp_euro_open_science_cloud_report-.pdf#view=fit&amp;pagemode=none" target="_blank" rel="noopener noreferrer">European Open Science Cloud</a> governance and on&nbsp;<a href="https://ec.europa.eu/research/openscience/pdf/ospp_open_access_publishing_report.pdf#view=fit&amp;pagemode=none" target="_blank" rel="noopener noreferrer">Open Access Publishing</a> in Europe.
The report on <a href="https://ec.europa.eu/research/openscience/pdf/ospp_euro_open_science_cloud_report-.pdf#view=fit&amp;pagemode=none" target="_blank" rel="noopener noreferrer">EOSC</a> includes recommendations on governance and financial schemes, while the report on <a href="https://ec.europa.eu/research/openscience/pdf/ospp_open_access_publishing_report.pdf#view=fit&amp;pagemode=none" target="_blank" rel="noopener noreferrer">Open Science Publishing</a> gives recommendations on how to implement open access publishing in Europe by 2020.
<a href="https://www.egi.eu/about/egi-foundation/team/sergio-andreozzi/">Sergio Andreozzi</a>, Strategy and Policy Manager at the EGI Foundation, is a member of the OSPP group and chaired the sub-group who worked on the first report.
Highlights on EOSC governance:
<ul>
<li>The EOSC should rely on a multi-stakeholder governance that integrates both the national and European levels of authority.</li>
<li>European countries and the European Commission should ensure long-term funding of the services that are needed to enable the integration of and access to the resources that can be federated in the EOSC.</li>
<li>Different and innovative funding schemes should be investigated to support users to consume services from EOSC-certified providers that are approved based on a commonly-agreed European certification scheme.</li>
<li>Raise awareness and communicate the benefits of the EOSC among decision makers, research and education bodies, private sector, industrial and citizen organisations.</li>
<li>Develop open science and data skills among all the stakeholders.</li>
</ul>
Highlights on open science publishing:
<ul>
<li>Stakeholder communities, member states and the European Commission should jointly assess and identify how the open access (OA) mandate should be achieved by 2020.</li>
<li>Progress towards full OA must take into account how fast the publishing system is changing, and how scholarly communications are growing in variety.</li>
<li>Publishing options should be made clear and easily accessible.</li>
<li>Starting 2020, the European Commission must move toward a broader definition of OA that incorporates the full range of emerging formats and applications of scientific research output.</li>
</ul>
